Dr. Botany
Dr. Donald Freeman, a world renowned botanist researching plant-machine interfaces, created the Verdant Control Rod, and now uses it to fight for justice in his home town of Jackson, Mississipi. He's a Jackson State University alum, and still works there in research.
He's also a leading member of the Tigers, the local super team partially supported by JSU. At the very least, the two organizations endorse each other. The Tigers have not yet joined any national or international teams, due to a reasonable distrust for governmental bodies.
They are, however, fully deputized law enforcement in Jackson itself.
He's PL 10, suitable as a PC.
